The state of land survey at the time of his arrival - the utter impossibility of the settlers being put in possession of the lands for which they had paid previously - the complaints and remonstrances which were proceeding from various quarters as to the state of disorganisation into which the affairs of the colony had fallen, and as to the delay of the commissioners in fulfilling their engagement - and last, though not least, the injurious effects which this combination of causes was producing, not only at home, but in the neighbouring colonies - were in themselves facts so notorious among those residing upon the spot, as to render further allusions to them superfluous, but for their distinct recognition and acknowledgement in the fourth and final report of the Board of Commissioners which said, inter alia:

The backward state of the surveys upon [his] arrival gave lamentable proof that none of these precautionary measures which we had adopted in order to secure a more rapid progress, were in themselves superfluous, or beyond what the emergency demanded. The mere plain in the neighbourhood of Adelaide was the only part of the province in which the rural sections had been marked off, and even in respect of these sections, the work was so imperfectly executed, as in many instances, to be worse than useless.
All the surveyors in the colony were in a state of excitement. Colonel Light and his friends had left the service. Mr Kingston, whom we had charged with the execution of the running survey soon retired; the only surveyor in the public service was [John] McLaren, and the only private surveyors in the colony were two very young men, Messrs Hindmarsh and Lindsay. There were few maps and no system... Colonel Gawler was equal to the occasion. Captain Sturt, who had arrived overland from Sydney, was to induced to act as Surveyor-General. Assistant surveyors were obtained from the neighbouring colonies, while those who had resigned with Colonel Light returned to the service and thus, through the energy and moral influence of the governor and resident commissioner, an effective surveying corps was formed and a considerable progress in laying out the country effected...
Gawler's one continuous aim and effort was to promote the true welfare of the colonists. His generosity in using his private means was such, that contrary to the custom of most governors in present times, he went back to England a comparatively poor man. Assuredly, he did not use his position to improve pecuniary interests, yet the ungracious and summary way in which he was recalled, reflected upon those in authority.
They acted in a most discreditable manner, which long rankled in the minds of those who knew Governor Gawler, and knew that his want of success was not due to his incapacity, but to the utterly impracticable theory on which the colony was founded.
It had been a grave mistake from the first to take for granted, as the Wakefield system did, that the colony could, at once, become entirely independent. Debts were incurred to a very large amount, much larger than was deemed judicious. But the exigencies and unexpected circumstances of the case may well be pleaded as an excuse. Such an excuse, however, was not entertained by the Crown advisers. Consequently, a man of a very different mould from that of Governor Gawler was sent out to supersede him.
At a later date two early colonists expressed their opinions of Governor Gawler:

... All honour to the brave man who led the forlorn hope and sacrificed himself for the good of those for whose welfare he felt responsible in the sight of God.
Allow me to say that Governor Gawler has, in my humble opinion, done more for the Aborigines than any of his successors. He built houses for them, he built a schoolhouse, etc., so that children could sleep at the location and [be] supplied with food and clothing. We commenced a school and carried it on for six years when Gov. Grey claimed it as a government establishment.

which he has been placed with great credit to himself and advantage to the public, and has rendered himself conspicuous by his zeal, judgement and intelligence. Lord Hill has therefore no hesitation in recommending [him] to the Colonisation Commissioners for SA as an officer in every respect qualified for the high and responsible appointment which he is desirous of obtaining through their kind offices.?
